HB 19 amends §15-11-1 by revising the definition of legal father to include a male who, in addition to not surrendering his rights to a child or having them terminated, has been determined to be the father of a child by a final paternity order. It also provides for the legitimation of a child through a petition to the Department of Human Services if the department has obligated the child’s biological father to support that child.
