Staff Analysis of the Legislation

SB 59 amends Chapter 2 of Title 21 of the OCGA by adding that no direct recording electronic voting system shall be adopted or used unless it produces a voter verified paper audit trail. After Jan 1, 2018, no state or county in the state shall purchase a recording devise that does not have a voter verified paper audit trail that has been verified by the elector before casting the ballot, cannot be retained by the elector, and cannot contain individual voter information. In addition the paper used must be sturdy and clean, yet readable in a manner that makes the elector’s ballot choices obvious without the use of a computer code. If a recount is needed, the paper audit trail serves as the official ballot.
