Staff Analysis of the Legislation

HB 126 amends Chapter 1 of Title 15 of the OCGA defining the new positions and roles of the Judicial Qualifications Commission (JQC). The most important changes include increasing the number of members of the JQC from seven to ten and creating a (3 member) hearing panel and an (7 member) investigation panel. The hearing panel will have 1 judge appointed by the supreme court, 1 attorney appointed by the supreme court, and 1 lay person appointed by the governor. The investigative panel will have 2 judges appointed by the supreme court, 3 attorneys appointed by the governor, lt. governor, and speaker, and 2 lay people appointed by the governor.
