Staff Analysis of the Legislation

HB 298 amends an Act relating to chief Judge of the Recorder’s Court of Chatham County by adding the chief judge’s responsibilities. He or she should act as head of the court, consult with court administrators to prepare the annual budget, submit said report to the Mayor of Aldermen and Chatham County Board of Commissioners, and consult with the city manager and county manager in the hiring and termination of the court administrator. The chief judge should be elected by other judges of the court holding office every two years and can be removed at any time by a majority vote by the judges in the court holding office. HB 298 also creates the duties of a court administrator who is in charge of hiring, supervising, and disciplining all employees of the court, maintaining management reports, and submitting the annual budget.
