Staff Analysis of the Legislation

SB 174 amends Title 15 of the O.C.G.A. to have the Council of Accountability Court Judges of Georgia provide assistance to veterans courts divisions to help them implement policies and practices, in addition to creating and managing a peer review process to ensure that the divisions adhere to the Council's standards and practices. The bill also calls for collaboration between Council of Accountability Court Judges of Georgia and the Georgia Council on Criminal Justice Reform to develop an electronic information system for performance measurement. 

SB 174 further amends Title 15 of the O.C.G.A. by having the Council create a certification process to allow a family treatment court to demonstrate its need for additional state funds, and require such courts to comply with the review process. The bill also revises the definition of a non-violent felony offense and sentencing guidelines for such offenses in Title 17.
