HR 404 creates the Joint Committee on Comprehensive Civil Rights Legislation. It shall have ten members. The Speaker of the House and the President of the Senate shall appoint five members each, and two of those fives must serve on their respective Judiciary Committees. They will be undertaking a study of conditions, needs, and issues to recommend actions or legislation. The committee will end on Dec., 1 2017.
