Staff Analysis of the Legislation

HR 432 amends Article 3, Section 9, Paragraph 6 of the Georgia State Constitution by adding a new paragraph to provide for the Georgia Mental Health and Addiction Treatment Trust Fund, which will be funded by fees collected from individuals who request the deactivation of digital blocking software on their devices. Funds will be used for the temporary long-term residential mental health and addiction treatment, holistic mental health and addiction counseling, and treatment alternatives to psychiatric drug therapy; provides for publishing; provides for ballot referendum.
