Staff Analysis of the Legislation
 SB 309 amends Chapter 2 of Title 21 and Chapter 5 of Title 45 of the OCGA.  The bill changes the closing time of polls in all cities to 7:00PM.  Additionally, SB 309 requires that special primaries be held in conjunction with special elections to fill vacancies in partisan offices and if a vacancy occurs with 12 months or less remaining in the term of office, no special primary and no special elections will be held and the Governor shall make an appointment to fill the office.
