Staff Analysis of the Legislation
 SB 311 amends Article 4 of Chapter 18 of Title 50 of the OCGA.  The bill makes all records and recordings of the proceedings of any tribunal in this state public records and subject to public inspection.  It also eliminates certain exemptions from public disclosure.
