Staff Analysis of the Legislation

HB 763 amends Subpart 2 of Article 16 of Chapter 2 of Title 20 of the O.C.G.A. to expand the student attendance protocol committees to school climate. It also amends Article 27 of Chapter 2 of Title 20 to provide for coordination with local law enforcement agencies and the juvenile court system in school safety plans. It requires that school safety plans include (1) the training of school administrators, teachers, and support staff on school violence prevention, school security, school threat assessment, mental health awareness, and school emergency planning best practices, (2) the evaluation and refinement of school security measures, (3) the updating and exercising of school emergency preparedness plans, (4) the strengthening of partnerships with public safety officials, and (5) the creation of enhanced crisis communications plans and social media strategies.
