HB 4 moves to amend Title 28 of the O.C.G.A by requiring the House of Representatives and the Senate to vote on the appropriations for each department budget unit separately. If such appropriations do not receive a constitutional majority, the appropriation would be reduced by one percent and would be voted upon again.
