Staff Analysis of the Legislation

SB 15 amends Title 20 of the O.C.G.A to create a mechanism for threat assessments in public schools. The mechanism would be completed by a certified individual or company or by a government agency. Under the legislation every public school must submit a school safety plan to the Department of Education after the local law enforcement agency has approved the plan. The bill also requires schools to use and promote a statewide anonymous mobile application, the “See Something Send Something” app to report suspicious activity and potential threats. Additionally, it would designate a school safety coordinator to each public school to augment and help schools during times of threats and emergencies.
