Staff Analysis of the Legislation

SB 98 moves to amend Title 21 of the O.C.G.A to provide for special absentee ballots for overseas citizens and military personnel eligible to vote overseas in general primary elections. Such special absentee ballot would require the elector to vote in the general primary runoff by indicating his or her order of preference for each candidate in consecutive numerical order. The bill also includes rules and mechanisms for the safekeeping, certification and validation of such ballots.
