HB 454 amends Title 40
and Code Section 12-3-114 of the O.C.G.A to update policies for the Department of
Natural Resources to create and administer the Georgia Scenic Trails System. It
so provides that bicycle trails need to provide protection for cyclists from
traffic of moving over 20 miles per hour. The bill also includes electric assisted
bicycles in the bikeways guidelines and removes such bicycles from the Code
Section prohibiting their use on the highways of the state. Additionally, the
legislation establishes three classes of electric assisted bicycles.
