Staff Analysis of the Legislation

HB 903 amends Title 40 of the OCGA, in the event a vehicle is pulled over for a vehicle infraction, to authorize a law enforcement officer to issue a violation citation to the owner of a vehicle if the individual is present at the time of issuance. Previous legislation only allowed officers to issue citations to the driver of the vehicle.
