HB 59 authorizes the use of special absentee ballots for general primary and general election runoffs for overseas citizens and military personnel. To indicate his or her order of preference, the elector will write the number “1” next to the name of the candidate who is his or her first choice, the number “2” for the second choice, and so on. The bill further provides logistics for how the board of registrars or ballot clerk are to handle special absentee ballots up until they are counted. |
