Staff Analysis of the Legislation

HB 682 reconstitutes and reestablishes the Pickens County Board of Elections and Registration. The board will be composed of five members. The governing authority of the county will appoint one non-partisan member, who will serve as the chair. Two members will be appointed by the governing authority from a list of four nominees made by the county executive committee of the political party whose candidates in the preceding regular general election held for the General Assembly received the largest number of votes in the state. Two members will be appointed by the governing authority of the county from a list of four nominees made by the county executive committee of the political party whose candidates received the second largest number of votes in the state. The terms of office for the initial members of the board will begin on July 1, 2021. The bill will not take effect and will be automatically repealed on July 1, 2021, if a bill to abolish the current board is not approved during the 2021 Session.
