Staff Analysis of the Legislation

Appropriates $800,000 from the general fund in FY 2018-2019 to fund the purchase of an online test preparation system through an RFP. This system must prepare students for college admissions tests and assess language arts, math, and science. In addition, the system must:

= Allow students to independently access materials online and learn at their own pace

= Provide online study materials, diagnostic exams, drills, and practice tests in an engaging manner

= Enable electronic reporting of student progress to administrators, teachers, parents, and other facilitators

= Record student progress in an online dashboard

= Provide training and professional development on how to use the system

In addition, in order to be eligible to administer a college admissions test with funding from the State Board of Education, school districts and charter schools must encourage the use of this system and inform students and parents of its availability and how to use it.
