Staff Analysis of the Legislation

This bill requires school districts and charter schools to create a classroom teacher supply assistance account in their Maintenance and Operations (M&O) budget. It appropriates money from the general fund in the amount of $8.7M in 2018, $11.6M in 2019, and $14.5M in 2020 to ADE to distribute to each district based on the total number of teachers employed. Districts must give each teacher their share of the funds by August 1 based on the estimate of the total number of teachers that will be employed on September 1. Districts have until September 30 to distribute funds to teachers hired after July 1. The funds may be given to teachers via direct deposit, check, debit card, or purchasing card. Teachers must keep receipts of purchases for three years and return unspent money to the district at the end of the school year to be deposited back into the fund.
