Caps the difference between each school district's transportation revenue control limit (TRCL) and transportation support level (TSL) at the amount calculated in fiscal year 2017-2018. Specifies that if a school district's transportation support level decreases from the current year to the budget year, then

the transportation revenue control limit in the budget year must decrease by the same amount.
