Staff Analysis of the Legislation

HB2176- college credit by examination; payments (Weninger)

This bill modifies the college credit by examination program. Currently, 50% of the incentive bonuses are distributed to the classroom teacher for each student who passes a qualifying exam.

This bill allows the school principal to also share the bonus with other teachers of relevant subjects who instructed the student.(Includes teachers in the same department or subject matter that contributed to the student passing the exam as eligible recipients of bonus funds.)

Establishes the College Credit by Examination Development Fund administered by the Department of Education (ADE).

Mandates ADE to distribute monies in the fund to schools in which 50% or more of the students are eligible for free and reduced-price lunches to assist those schools in developing and operating classes that offer qualifying exams.

Requires ADE to prioritize distributions from the fund based on need.
