SB1099- patriotic youth groups; school access (Carter)

This bill states that during the 1st quarter of the school year, public school principals may allow patriotic youth groups representatives, who submitted to them a formal request within the first two weeks, to address students for up to 10 minutes about how their group supports educational interests and civic involvement.

Requires the principal to ensure that materials provided by a youth group be distributed directly to students throughout the year to encourage participation. Materials and distribution method may be determined by principal.

States that a school may not discriminate or deny equal opportunity for any reason to any youth groups that wish to conduct a meeting.
