Staff Analysis of the Legislation

This bill appropriates $12M from the general fund in FY20 to the Arizona Department of Education (ADE) to conduct a 1 year teacher school supplies grants pilot program.

The program will grant $200 to a teacher who is employed at a school district or charter school and who provides classroom instruction for at least 3 hours during the regular school day to be used to purchase school supplies.

Allows ADE to retain up to 5% of the funds to administer to program.

Requires ADE to establish application procedures for participation, and enforce a limit on selection so as to not exceed the appropriated funds.

Allows the ADE to adopt policy to carry out the pilot.

Imposes a deadline for teachers to receive monies for purchasing school supplies to the beginning of the 2019-2020 school year.  

Includes an automatic repeal after February 15, 2021.
