procurement study committee; membership; duties This bill establishes a school district procurement study
committee, to consist of the following members: 1.
3 members of the Senate, appointed by the President
of the Senate, with no more than 2 from the same political party. One member
will be designated as co-chair. 2.
3 members of the House, appointed by the Speaker
of the House, with no more than 2 from the same political party. One member
will be designated as co-chair. 3.
The executive director of the SBE. 4.
The chair of the SFB. 5.
The state procurement administrator. 6.
The auditor general or their designee. 7.
A district Superintendent, appointed by the President
of the Senate. 8.
One person who represents a statewide taxpayer
association, appointed by the Speaker of the House. The committee duties are as follows: 1.
Review and study procurement processes currently
used by school districts, focusing on the transparency and efficiency of
current practices. 2.
Study resources at the state level that can be
used to support the school district procurement system. The committee may request information, data and reports from
districts, the AZ Department of Administration and the ADE, and hold hearings
with public testimony. The committee must convene at any time and place deemed
necessary by the cochairpersons, and will be open to the public. Requires the study committee to submit a report of its findings
and recommendations to the Governor, President of the Senate, Speaker of the
House, and Secretary of State by November 15, 2019. Includes automatic repeal after September 30, 2020.
