This bill requires the Superintendent of Public Instruction to establish a State Seal of Fine Arts Proficiency program that shall be affixed to the diploma and noted on the transcript as recognition of students who graduate with a high level of proficiency in the fine arts.

Allows any school district or charter school to participate in this program by notifying the Superintendent.

Requires SBE, ADE and experts in arts education to establish minimum requirements and adopt necessary rules for the State Seal of Arts Proficiency Program.
