SB1230- extraordinary special education needs fund (Allen)

This bill makes several changes to the extraordinary special education needs fund (Fund). Administration of the fund is transferred from the State Board of Education to the Arizona Department of Education (ADE).

Adds the following eligibility criteria to receive a grant from the Fund:

=       A school district or charter school with at least 10% of its weighted ADM receiving funding for a list of specified disabilities

=       A school district or charter school is eligible for the small school weight and spent at least 20% of its special education expenditures from the maintenance and operation budget in the prior year.

A school district or charter school can apply for more than one grant from the Fund, but can only receive $200,000 per school year.

Appropriates $5M in FY20 from the general fund to the Extraordinary Needs Fund.
