SB1335- CTEDs; ADM; dual enrollment (Carter)

This bill establishes the ADM of a full-time CTE student is 1.0 if the student is enrolled in one or more courses that meet for a minimum of 600 hours.

Students in a CTE program may generate 1.0 ADM during any day between July 1st and June 30th of the year, and shall be calculated by dividing the instructional hours by 600, except:

  1. Between 150-299 hours, ADM is 0.25; 
  2. Between 300-499 hours, ADM is 0.5; and
  3. Between 450-599 hours, ADM is 0.75.

States that the school and CTE districts shall determine the apportionment of the ADM and enrollment, however shall not exceed 1.0 for either entity. 

Specifies that the generation of 0.25 average daily membership (ADM) for every five community college credits applies to credits for career technical education courses.  

Expands the class status requirements for dual enrollment admission to a community college to all high school students, rather than only juniors and seniors.

Contains a retroactivity clause effective from and after June 1, 2015.
