Staff Analysis of the Legislation

1. Repeals the: 

a) Child Safety Expedited Substance Abuse Treatment Fund;

b) Joint Substance Abuse Treatment Fund;

c) Technology-Based Language Development and Literacy Intervention Fund;

d) American Competitiveness Project Fund;

e) Oil Overcharge Fund; f) Tourism Workshop Fund;

g) Training Institute Fund;

h) Department of Juvenile Corrections (ADJC) Career and Technical Education Fund; i) Housing Development Fund;

j) Department of Environmental Quality (ADEQ) Indirect Cost Fund;

k) Voluntary Lawn and Garden Equipment Emissions Reduction Fund; and

l) Used Oil Fund.

2. Transfers any remaining unexpended and unencumbered monies to the state GF from the:

a) Child Safety Expedited Substance Abuse Treatment Fund;

b) Joint Substance Abuse Treatment Fund;

c) Technology-Based Language Development and Literacy Intervention Fund;

d) American Competitiveness Project Fund;

e) Oil Overcharge Fund; f) Tourism Workshop Fund;

g) Training Institute Fund;

h) ADJC Career and Technical Education Fund;

 i) Housing Development Fund;

j) ADEQ Indirect Cost Fund;

k) Voluntary Lawn and Garden Equipment Emissions Reduction Fund;

l) Used Oil Fund; 

m) Commerce Development Bond Fund;

n) AFIS II Collections Fund;

o) Corporation Commission Statewide Donations Fund;

p) Arizona Department of Corrections Payment Card Clearing Fund;

q) E-learning Fund;

r) Student Success Fund;

s) Intergovernmental Agreement Fund;

t) ADEQ Payroll Fund;

u) Building and Fire Safety Fund; and

 v) Arizona Department of Water Resources Administrative Fund.

3. Requires the ADOA to delete the funds from the state's financial accounting system on or before December 31, 2019.
