HB2699- school buildings; vulnerability assessments; information; violation; classification

This bill requires each district to have a vulnerability assessment conducted for each building that the district owns, rents, occupies or operates by August 1, 2020.

Requires that the assessment be conducted by a peace officer certified by the AZ Peace Officer standards and training board and who has completed the approved threat vulnerability assessment training course.

Requires each district to submit the information gathered by the vulnerability assessment to the statewide critical infrastructure information system, but clarifies that any information concerning school safety needs or security measures does not constitute a public record. 

Establishes that any employee of a district that submits or receives information about these assessments who knowingly publishes or discloses it in any manner not authorized by law is guilty of a Class 5 felony.

Requires at least one peace officer who is employed by each Arizona law enforcement agency to complete a threat vulnerability assessment training course that is approved by the Arizona Peace Officer Standards and Training Board.

Allows a law enforcement agency that serves a county with a population of less than 10,000 people to enter into an intergovernmental agreement with another law enforcement agency in a contiguous city.
