Renames the Public Safety Inoperability Fund to the Arizona School Safety Fund (“Fund”) and clarifies that money in the fund may only be used for school safety programs 

Appropriates from the general fund to the School Safety Fund: 

$1.5M in FY21 

$3M in FY22 

$3M in FY23 

Appropriates $3M in FY21, FY22, and FY23 from the Fund to the Arizona Department of Education (ADE) to establish a school safety program that: 

Enables the statewide deployment of a secure, multimedia data communications system to a user base of public safety agencies and K-12 public and private schools 

Provides a communications solution that allows for identifying users’ identity, location, and operational status during an emergency 

Secure text messaging and file sharing, sharing of maps, building floor plans, and images between schools and public safety officials 

Integrates a panic alarm that establishes direct contact between schools and public safety officials 

Encrypts all media communications and ensures student and staff privacy
