Staff Analysis of the Legislation

SUMMARY:  LC 21 1957  Makes substantial changes in the state health care program for school and other state employees.  Effectively bars use of state funds to pay the cost of health care benefits for state employees hired after July 1, 2013.

REQUIREMENTS:

  • school personnel and other state employees who become eligible for participation in the post-retirement health benefit program after July 1, 2013 shall pay a premium that reflects the entire cost of such coverage
  • after July 1, 2013 a state employee who has a break in service shall pay a premium which reflects the true cost of participation in the state health care program
  • current retirees and employees who subsequently retire are grandfathered in as long as there is no break in service prior to retirement

EFFECTIVE DATE: July 1, 2013 if approved by the General Assembly and Governor.
