SUMMARY:
The annual sales tax exemption on purchases of certain school supplies and other items and purchases of certain energy or water efficient products.

REQUIREMENTS:

  • Provides exemptions for sales and use taxes with respect to the sale of certain school supplies, clothing, footwear, computers, and computer related accessories during the time period 12:01a.m. July 30, 2009 through 12:00 midnight August 2, 2009.
  • Provides exemptions for sales and use taxes with respect to the sale of certain energy or water efficient products with a sales price of $1500.00 or less per product purchased for personal or noncommercial use during the time period 12:01a.m. October 1, 2009 through 12:00 midnight October 4, 2009.

POINTS TO CONSIDER:

  • While popular with parents and taxpayers, the estimated state and local revenue loss is substantial.
  • Specific items covered by the exemptions are often unclear, leading to confusion by both consumers and retailers.

 

EFFECTIVE DATE:
Upon approval by the Governor or upon its becoming law without such approval.
