Staff Analysis of the Legislation

SUMMARY:  LC 28 5019S  AS PASSED

Requires each local government (including school boards) having an annual budget in excess of $1 million to send its current budget electronically to the Carl Vinson Institute of Government for posting on the internet so the public can view and analyze the information.

REQUIREMENTS:

  • Each local government (including cities, counties, and school boards) having an annual budget in excess of $1 million shall submit certain budget and audit information for posting on a public website operated by the Vinson Institute of the University of Georgia.
  • Maintenance of the website shall be at no cost to local governments.
  • The website will allow the public to review and analyze at no cost information as required in the bill, including:
    • Electronic transmission in PDF format to the Vinson Institute a copy of the final annual budget for the upcoming fiscal year no more than 30 calendar days after the budget is adopted.
    • Electronic transmission in PDF format to the Vinson Institute a copy of the audit concurrent with the submission of such audit to the State Board of Education.

POINTS TO CONSIDER:

  • The legislation has changed dramatically since earlier versions and should pose few problems for local school districts.
