SUMMARY:

Requires the State Board of Education to establish requirements for the issuance of a bilingual certification on a high school diploma for graduating seniors.

REQUIREMENTS:

  • The State Board of Education shall establish requirements for the issuance of a bilingual certification on a high school diploma for graduating seniors who meet specified requirements.
    • Such requirements shall include a passing grade on an approved test to demonstrate bilingual skills.
  • Local boards of education shall indicate that a student has received bilingual certification on the diploma of any such student who has met the requirements established by the State Board.

POINTS TO CONSIDER:

  • Shall the General Assembly legislate curriculum requirements?
  • Requires both the Department of Education and local boards to maintain additional records.
