SUMMARY: AS PASSED

 Provides that middle schools program funding will continue for schools that house grades six, seven, or eight even if one or more of the grades is located on a separate campus.  Removes the current legal provisions that middle grades students not performing on grade level be subjected to specific instruction in certain academic areas.

Senate Amendment AM 33 0944

Requires that school districts notify parents by electronic or other means that "your child may be eligible for a Georgia Special Needs Scholarship to attend a private school..." etc. 

REQUIREMENTS:

  • Schools which house grades six, seven, or eight or any combination thereof, shall qualify for middle schools funding.
  • Such schools must meet other current legal criteria and standards prescribed by the  State Board of Education.
  • The curriculum for students in grades 6-8 who are not performing on grade level would no longer be prescribed in law.
  • Requires school systems to provide notice to parents of all students each January and April by letter, electronic means, or automated phone calls specific language regarding the special needs voucher program.
  • Requires that each student with a disability is notified at each IEP meeting of the voucher program.
  • Requires the Department of Education to accept applications August 1, October 1, and March 1.
  • Changes the distribution schedule of the voucher funds

POINTS TO CONSIDER:  

  • Provides flexibility for local districts during this era of funding limitations.
  • Other middle grades grant requirements remain (ex. common planning time).
  • If passed, will preclude local systems seeking approval for such grade configurations from the State Board of Education.
  • The curriculum for underachieving students in grades 6-8 would no longer be prescribed in law.
  • Requires notifying all parents of the voucher program not just parents of students with a disability.
  • Adds notification requirements
  • Adds two application periods

EFFECTIVE DATE: Upon approval by the Governor or upon becoming law without such approval.
