SUMMARY: LC 33 3511S

Prohibits salary increases for superintendents and administrators in any year the local board furloughs other staff.

REQUIREMENTS:

  • State funds may not be used to provide salary increases for superintendents or other administrators in any year the local board furloughs teachers, paraprofessional, cafeteria workers, bus drivers, custodians, support staff, or other administrative positions.
  • If local funds or private donations are used for salary increases for administrators in a year employees are furloughed:
    • 30 days notice of the intent to increase such salaries must be provided
    • A public hearing must be held providing "an opportunity for full discussion and public input" and such hearing must be advertised at least seven days in advance.
  • Does not apply to step increases on the state salary schedule or salary increases resulting from obtaining advanced degrees.

POINTS TO CONSIDER: 

  • Limits board discretion in negotiating salaries of superintendents and other administrators.
  • Some superintendents and administrators have salary increases and bonus provisions in current contracts.
  • Places state restrictions on the use of local funds.
  • Public hearings must already be held prior to adoption of the annual budget.
  • An intrusion on local control.
