SUMMARY: LC 33 3674
Prohibits local boards from transferring state funds allotted for salaries to any other purposes.  In the event of budgetary shortfall, salaries for system personnel shall not be subject to proration and school system personnel shall not be subject to furloughs. 

POINTS TO CONSIDER:
Effectively ties the hands of local boards trying to deal with state funding shortfalls.   Probable result will be termination of employees 

EFFECTIVE DATE: Upon approval by the Governor or by becoming law without such approval.
