SUMMARY:  Requires local school districts to file an annual report related to student disciplinary and placements actions; requires the Department of Education to do an annual study of such actions; requires principals to regularly report incidents of bullying to school councils which are to work together to develop and implement strategies to prevent bullying.

POINTS TO CONSIDER:  Georgia law already requires such reporting and anti-bullying programs.

EFFECTIVE DATE:  Upon approval by the General Assembly and Governor.
