Staff Analysis of the Legislation

SUMMARY: LC 33 5572S  

Requires local boards of education and governing boads responsible for creating and implementing the budget to hold at least two public hearings on proposed budgets before adoption; requires that summary proposed and adopted budgets be posted on the Internet.  Other required hearings will fulfill the hearing requirement.  

Also requires the governing body to provide to any person an electronic copy of the full line item detailed budget in a format suitable for analysis at no cost within three days upon request.

POINTS TO CONSIDER:

Adds additional requriements to the budgeting process.  

Current law requires local boards to follow the same process in passing a budget as other local governments.    

Budgets must be posted on a web site maintained by the Carl Vinson Institute at the University of Georgia. It is unknown if the proposed legislation refers to conversion charters which still operate under the local system budgeting process.
