Staff Analysis of the Legislation

SUMMARY:  LC 33 6489  Revises current law related to annual evaluations for teachers, assistant principals, and principals:

  • growth in student achievement shall not include test scores of student not in attendance for a specific course at least 90 percent of the instructional days for the course
  • for teachers of record, the annual evaluation shall be based on:
    • 50% classroom observations the number of which is to be at the discretion of the school system with a recommended maximum of three for exemplary or proficient teachers and a recommended maximum of six for others
    • 30% student growth
    • 20% professional growth which may include mentoring another teacher, serving as an evaluator in his/her subject area, or serving in other professional development roles
  • for principals and assistant principals, the annual evaluation shall be based on:
    • 30% school observation the number of which is to be at the discretion of the school system with a recommended maximum of three for those with exemplary or proficient ratings and a recommended maximum of six for others
    • 40% student growth
    • 30% professional growth 

EFFECTIVE DATE:  Upon approval of the General Assembly and Governor.
