Staff Analysis of the Legislation

SUMMARY:  LC 41 0291  "The Child Safety and Emergency Preparedness Act" 

REQUIREMENTS:

  • By January 1, 2016, early care and learning programs shall prepare a safety plan for students, including preparedness for fire, floods, tornadoes, snow and ice storms, earthquakes, chemical spills, and acts of violence.  Such plans must include provisions for notification of parents; designated relocation and evacuation sites; reunification plans; and accommodations for individual special needs children.  Staff must be trained on the plan's implementation and practice drills must be held.
  • Public schools must include in required safety plans (in addition to current requirements) preparedness for tornado, snow and ice storms, earthquakes, floods, and fires.  Plans would be required to address security issues involving transportation of students and shall address evacuating and moving students to an alternate site; training of staff; notification of parents; reunification plans; and accommodation of staff and students with disabilities.

EFFECTIVE DATE:  Upon approval by the General Assembly and Governor.
