prohibits local governments, including school districts, from accepting federal funds in any form or for any purpose unless the acceptance of such funds has been expressly and specifically approved by the General Assembly.

POINTS TO CONSIDER: Implements unnecessary roadblocks to the utilization of federal funds vital to the operation of school districts.  

EFFECTIVE DATE:  Upon approval by the General Assembly and Governor.
