Provides definitions for out-of-system student, virtual instruction, and virtual school 
 
Defines virtual instruction to exclude instruction provided through the Georgia Virtual School, the clearing-house, or a state charter virtual school.
 
A local school system that provides virtual instruction through a virtual school whose total student enrollment is composed of more than 5% out-0f-system students shall:
  • Ensure that 90% of funds earned for out-of-system students are spent on costs for virtual instruction for those students; any excess must be returned to state treasury
  • Include academic achievement results of the out-of-system students in virtual school and school district CCRPI data
  • Not provide virtual instruction to out-of-system students in the current academic year if the district CCRPI score for the most recently available previous academic year is below the state average for the previous year
  • Not provide virtual instruction to out-of-system students in the current academic year through a virtual school within a school system that has a CCRPI score below the state average for that year
  • The prohibitions against providing virtual instruction when CCRPI score is below average shall be repealed June 30, 2019
