The original bill was stripped -- there is nothing related to developmental authorities.  

The bill is now similar to HB 781 which aims to ensure that only those who are U.S. citizens and legal residents of the state can serve as voting members of "an authority, school district, commission, council, or board for a local governing body which establishes policy, spends public funds, levies taxes, or assesses, imposes or collects fees or charges"

July 1, 2016 if passed by General Assembly and signed by the Governor
