Would make it illegal for any elected member of a county or municipal governing authority or local board of education, or member of a development authority to participate in the discussion or a vote as to whether or not a county, municipality, school system or development authority should purchase real estate if any member has a vested interest or serves in a fiduciary capacity on any such property.

If convicted, violators shall be punished by imprisonment for not less than one nor more than five years.
