SUMMARY: LC 33 6858
The bill would transfer the powers, functions, duties, and obligations of the Board of Community Health as they exist on December 31, 2017, with regard to health care benefit plans for state and public employees, dependents, and retirees to the Department of Administrative Services (DOAS) effective January 1, 2018.
Creates the position of chief data officer, appointed by the Commissioner, within DOAS to oversee the administration of the plans
It requires incentives for public employees to use federally qualified health centers (FQHCs) as part of any contracts entered into or renewed on or after January 1, 2018
It provides for the identification of up to 100 potential new sites for the FQHCs by a rapid deployment assessment team
It provides for a task force of an unspecified number to advise DOAS on the identification of the new sites, ways that opioid addiction could best be addressed through FQHCs, and ways to encourage utilization of FQHCs by veterans for their primary health care needs
The bill also requires the Commissioner to appoint an advisory board of 12 members
The Commissioner would promulgate the rules and regulations
