Would waive the defense of sovereign immunity for declarative judgment or injunctive relief in claims against the state or any political subdivision with specific exceptions included such as:

when state law explicitly prohibits it
claims for monetary relief, attorney's fees, or expense of litigation
contracts between a third party and the state or any political subdivision
claims brought by person in penal institution or state mental health facility
