Relates to qualifications to the "Georgia Special Needs Scholarship Program".  States that the requirement that a student be enrolled in Georgia public schools the prior school year, would not be necessary if the student previously qualified for a scholarship under this program or the student's parent is an active duty military service member stationed in Georgia within the previous year or the student previously qualifed for a scholarship, however that student may only requalify one time and such requalification must be with 18 months of the original qualification.
