SUMMARY: LC 33 7288

Would revise provisions related to charter schools.

Would allow state charter schools to receive services from regional educational services agencies (RESA).

In authorizing state charter schools the standards and principals used would include using flexible and student centered accountability systems to protect students and hold charter schools accountable for their obligations to all students.

Would develop individualized measures for virtual charter schools beyond standardized tests. Measures would include student engagement & persistence, teacher input, and assessments.

The state charter supplement would be based on the statewide average local revenue rather than the average of the lowest five school systems ranked by the assessed valuation per weighted FTE. It also includes a statewide average total capital revenue per FTE but this bill would increase that if the state charters is located in a district where the capital revenue per FTE is 25% higher than the statewide average. The state charter would then receive 125% of the statewide average.

Would also require the capital revenue calculation be made for virtual charters if they provide computer hardware, software, etc.
