Would require the State Board of Education no later than December 31, 2019, to retain an independent third party to handle the review of the Quality Basic Education (QBE) Formula. By December 31 2021 this independent third party will make recommendations to the State Board of Education and the General Assembly. Review of QBE shall be conducted every 5 years. Previously, the governor appointed a task force, and QBE was reviewed every three years.
